1. I have prepared a draft despatch to the Governor of long Kong in reply to (3) on the 1947 file. The drait and the attached draft memorandum are based on the minutes (particularly those of Sir Frank Stockdale) on the 1947 file and in the early

2. The report for arded with (3) appears to have been drawn up on the assumption that

development expenditure must be limited to the amount of the territorial C. D. & W. allocation, assistance. it being stated in paragraph 3 of the despatch that "the Colony has no foreseeable means of supplementing Colonial Development fund grants". This point is taken up in paragraph 3 of the present draft, where a separate communication on this subject is promised, which would set out more fully the desirability of considering the Colony's development needs as a whole and all possible sources (including C. D. & W. moneys) from which they may be met.

3. As retards X in the draft (reference Mr. Harding's minute of 11/3) Mr. Harding kindly agreed, to save time, to obtain Treasury agreement direct. Since I spoke with him however it has occurred to me that perhaps the whole despatch ought to be referred for Treasury concurrence. Perhaps Mr. Harding will advise whether this is necessary.
